China’s Charging Pile Industry Booms: Three-Year Plan, High-Power Charging & V2G Lead Transformation

As of Dec 31, 2025, China’s charging pile industry accelerates via the NEA’s fully implemented Three-Year Doubling Plan (2025-2027), targeting 28 million facilities and 300GW capacity by 2027 to serve 80 million EVs. Leading globally with 19.9 million piles (65% of world total), the sector shifts from scale to quality, anchored by high-power charging (≥250kW) and V2G tech. 17 provinces pilot V2G, while firms like TGOOD build energy ecosystems. Backed by unified standards and safety oversight, the industry advances toward "EV-pile-grid" synergy, unlocking domestic and global investment prospects.

A major announcement emerged from the Symposium on High-Quality Charging Infrastructure System Construction held in Kunming, Yunnan Province on December 26 by the National Energy Administration (NEA): the Three-Year Doubling Action Plan for Electric Vehicle Charging Facility Service Capacity (2025-2027) has entered full implementation. 

 

This policy dividend is driving a comprehensive transformation of China’s charging pile industry from "scale expansion" to "quality improvement," with the popularization of high-power charging and large-scale application of Vehicle-to-Grid (V2G) technology becoming the two core breakthroughs for industry development.​

 


 

Policy Anchors High-Quality Development, Three-Year Goal Targets 28 Million Facilities​
The symposium outlined a clear development blueprint for the next three years: by the end of 2027, China will build 28 million charging facilities nationwide, providing over 300 gigawatts (GW) of public charging capacity to meet the charging needs of more than 80 million electric vehicles (EVs). Behind this target lies China’s global leading advantage in the charging pile market — as of 2025, the country’s total number of charging piles has reached 19.9 million, accounting for over 65% of the global total, with a market size exceeding RMB 180 billion. The EV-to-pile ratio has improved from 1:4.7 in 2021 to 1:1.8.​
 

"The focus of industrial development has shifted from addressing 'availability' to improving 'quality'," emphasized a relevant person in charge of the NEA at the symposium. The next step will prioritize increasing the coverage rate of charging facilities in residential areas and rural regions, while accelerating the planning and construction of high-power charging infrastructure to address the structural shortage where public fast-charging piles account for only 12%. The policy orientation clearly points to an "experience-driven phase," requiring technological upgrades and service optimization to completely resolve user pain points related to charging speed and convenience.​Technological Innovation Breaks Through on Multiple Fronts: 10-Minute Charging for 300+km Range Becomes a Reality​
 

Driven by policies, core technologies in charging piles are experiencing explosive breakthroughs. High-power charging facilities have achieved large-scale popularization — the number of charging facilities with single-pile power exceeding 250 kilowatts (kW) nationwide has surpassed 37,000, and the efficient experience of "10 minutes of charging for over 300 kilometers of range" has moved from laboratories to key scenarios such as highway service areas. According to analysis by Orient Securities, the trend toward high power is driving upgrades in core components of charging piles, and the adoption of silicon carbide (SiC) power devices to replace traditional IGBTs has become an industry consensus. These devices significantly improve power density and conversion efficiency, leading to a surge in orders for related equipment enterprises.​
 

The breakthrough in V2G technology has further transformed charging piles from single-purpose charging devices into "flexible resources" for power systems. Currently, 17 provinces across the country have launched large-scale V2G pilot projects, aggregating 19.43 GW of adjustable resources and building 3,832 bidirectional charging and discharging piles. In pilot regions such as Shandong and Guangdong, car owners earn profits through the "charging during off-peak hours and selling electricity during peak hours" model, making "zero-cost car use" a reality from a concept. The implementation opinions previously released by the National Development and Reform Commission (NDRC) clearly state that by 2030, V2G technology will provide 10 GW-level bidirectional regulation capacity for power systems, and new energy vehicles will become an important part of the electrochemical energy storage system.​
 

Enterprises Compete for Technological Leadership, Leading Players Build Energy Ecosystems​
Faced with industrial transformation opportunities, leading enterprises in the industry have taken the lead in layout. As a leader in charging operations, TGOOD had operated 855,000 public charging terminals by the end of October 2025, maintaining the top position in the industry with a 24% market share. Its charging volume in the first ten months of 2025 exceeded 15.6 billion kilowatt-hours (kWh), accounting for 23% of the national market. The company’s integrated architecture of "charging network + microgrid + energy storage network + data network" has transformed over 7,700 power stations into virtual power plant resources capable of participating in grid dispatching, realizing intelligent matching between charging loads and photovoltaic output.​
 

Institutions generally hold an optimistic view of investment opportunities brought by industrial upgrading. CITIC Securities pointed out that the policy’s requirement to strengthen the fast-charging network will significantly drive demand for high-power fast-charging equipment, benefiting core component manufacturers, complete pile manufacturers, and operation service enterprises during this construction cycle. From a global perspective, IEA estimates show that the world will need to add 15.5 million public charging piles by 2030, with market spaces in Europe and North America expected to reach RMB 28.4 billion and RMB 33.5 billion respectively, providing international opportunities for Chinese enterprises.​
Industry Moves Toward "EV-Charging Pile-Grid" Synergy, Safety and Standards Lay the Foundation for Development​
 

Notably, alongside the rapid industrial development, safety supervision and standard unification are advancing simultaneously. Policies clearly require the implementation of full-link safety responsibilities covering "equipment-operation-grid" and the establishment of intelligent monitoring platforms. Currently, the EU has achieved 100% connection of public charging piles to government supervision systems, maintaining an equipment availability rate of over 98%. In the field of standards, China’s unified specifications issued in 2025 have increased the compatibility of charging piles from different brands from 75% to 92%, removing barriers to cross-platform charging.​
 

"The charging pile industry has entered a new phase of 'EV-charging pile-grid' collaborative development," said industry experts. With the advancement of the three-year doubling plan, the improvement of the high-power charging network will address user anxiety about energy supplement, while the large-scale application of V2G technology will make new energy vehicles an important part of the new power system. Driven by both policies and the market, China’s charging pile industry is moving from the "first half" of infrastructure construction to the "second half" of energy ecosystem building.​
